On September 28, 2015, a disciplinary panel of the Texas Medical Board temporarily suspended, without notice, the Texas medical license of Rezik A. Saqer, M.D., after determining his continuation in the practice of medicine poses a continuing threat to public welfare. The suspension was effective immediately.
The Board panel found that on or about September 22, 2015, Dr. Saqer was arrested on charges that include felony counts of fraudulent possession of controlled substances, diversion of controlled substances and fraudulent possession of prescriptions for scheduled drugs. Dr. Saqer’s arrest followed law enforcement’s execution of a search warrant at his clinic at 3074 College Park Drive, The Woodlands, Texas 77384.
During the execution of the search warrant, law enforcement obtained evidence establishing that Dr. Saqer’s clinic utilized pre-signed treatment notes, that Dr. Saqer pre-signed prescriptions and illegally maintained Schedule II Controlled Substances in his personal office. Furthermore, it was discovered during the law enforcement investigation that patients were sometimes seen by unlicensed individuals that would fill the records and prescriptions to make it appear that Dr. Saqer, or one of the other physicians at Dr. Saqer’s clinic, had seen the patient and written the prescription.
The Board panel determined that Dr. Saqer’s continued practice of medicine, including improper and illegal activities related to his operation of a pain management clinic, and including the method and manner in which controlled substances were prescribed and maintained, poses a continuing threat to public welfare.
A temporary suspension hearing with notice will be held as soon as practicable with 10 days’ notice to Dr. Saqer, unless the hearing is specifically waived by Dr. Saqer.
The temporary suspension remains in place until the Board takes further action.
